It is matte but not dry. It is very soft cloud like texture on lips. It does not feel like you are wearing anything and the color is beautiful

It's velvety and leaves a tint on the lips. The downside it's not long-lasting because it's a tint, which is why I use it as the first application and then let my tinted lip balm do the job for the rest of the day.
