It’s an okay toner but I feel like it leave a bit of a tacky film. If you have a damaged skin barrier or sensitive skin in general I would stay away bc it could be irritating. It’a a good toner for when I’m in a rush in the morning. Idk if I’d say it has strong brightening effects.
